Provide in-house IT support and coordinate with contracted IT personnel as needed. Assist in the preparation of the Annual Budget and act as the County Recycling Coordinator. Apply for, manage, and report on recycling grants, ensuring compliance with DEP regulations. Promote and develop the Recycling Program within the community and assist municipalities in developing recycling initiatives. Develop and maintain educational materials pertaining to recycling and educate various audiences on recycling and Authority operations. Ensure overall compliance and operational efficiency in collaboration with fellow managers. Select, develop, train, and supervise staff, fostering a positive work environment and practicing workplace safety. Requirements:  Bachelor's Degree in Engineering or a related field, with a minimum of five years of related experience, or at least ten years of experience in an engineering role within a related field. Knowledge of pertinent federal and state laws/regulations and PADEP regulations applicable to the Solid Waste and Recycling Industry. Must obtain SWANA Manager of Landfill Operations Certification and PA Recycling Professional Certification within three years of hire. Proficiency in Microsoft Office and ability to use various software, including CAD systems, with an openness to learning new technologies.
