“results area 5” (support supervision and inspection at school level) “result area 6 (capacity building for school management) are well managed and achieve the desired results. o The intervention results are documented for learning and institutionalization. o Timely and quality technical input is provided to the team members in the field of institutional development. The Institutional Development and Governance Expert main results areas are: Result Area 1: As capacity development expert for project staffs and stakeholders (10%) • Lead the processes of Leadership and Governance capacity needs assessments at the local level
development of capacity development plans and oversee the execution of the capacity development processes for staff and programme stakeholders. Main tasks: • Develop and implement capacity development plans for the different stakeholders including districts and schools. Result area 2: Technical Collaborator (30%) • Provide overall coordination and technical guidance for Institutional development and governance geared towards contributing sustainable and inclusive education and health at the local level. Main Tasks • Effective leadership and people management of the Institutional Development and Governance officers through routine coaching and mentorships. • Advise on key Institutional development
governance and accountability emerging issues • On behalf of Enabel
participate in coordination arrangements spearheaded by other actors on Institutional development and local governance. • Participate to the harmonisation
coherence and coordination between We Learn and We Teach
and with external stakeholders. Result Area 3: Collaboration and networking (30%) • Overall coordination and networking of Inclusive local governance component with like-minded partners and stakeholders in the ministries of education and health
refugee communities as well as with LGs. Main Tasks • Participate in local and national level engagements. • Promote collaboration
learning and adaptation approaches among Enabel stakeholders at national and local levels. Result Area 4: Advocacy and civic engagement (10%) • Promote advocacy and civic engagement efforts with the goal of removing barriers hindering active participation of the most vulnerable as well as advocating for equitable policies. Main tasks: • Participate in key district led programming activities to advance Enabel advocacy points and promote equitable policies • Contribute to the processes of organizing local to national level advocacy for quality education Results Area 5: Contributor to quality assurance and knowledge management (20%) Ensure quality assurance of services and contribute to organising knowledge building and knowledge management in one’s sector or thematic area of expertise in order to create an inclusive
informed climate of trust within the portfolio/intervention. Main tasks: • Keep abreast of developments in the school leadership

are 2 distinct interventions
operating in different regions and subregions
with a dedicated management structure but are part of 1 single vision
theory of change and results framework. This will require close collaboration and coordination with the intervention managers as the expert position “ID and governance” is shared by both interventions. Human Resources Management or other relevant field related to Institutional or Organisational Development and School Leadership. Specific competences or knowledge required: • At least 5 years’ proven experience in institutional Development in Public Institutions; • At least 5 years’ proven experience in Project Management and implementation especially in the Education Sector; • In-depth understanding of and professional capacity in design and implementation of results-based management frameworks. • Experience in school management
public finance management
procurement management and/or public sector reform. • Demonstrated knowledge of financial barriers to and cost of education • Knowledge of international best practices in school development and school leadership. • Familiar with research
monitoring
and evaluation and the application of findings to improve management capacities and performance. • Experience in digitalization of management practices
especially in the field of finance and school management; • Ability to mentor
motivate and empower the performance of team members and partners. • Ability to develop and maintain a positive working relationship through regular contact and visits with the national
regional and local Ministry structures. Specific competences or knowledge considered an asset: • Knowledge of the school planning and development context and Ministry structures at the national
