Program & Country Overview Governments in many African countries have committed to the goals of sexual and reproductive health and rights (SRHR) and Universal Health Coverage (UHC).[1] However
financing and strengthening health systems to deliver on these commitments and address SRHR inequities has remained a challenge. Many factors including
poor resource mobilization and utilization
onset of COVID-19; the pandemic have strained both domestic resources for health and health systems
making it harder for the increasing numbers of poor and vulnerable people to access sexual and reproductive health (SRH) services as part of an essential package of primary health care (PHC) services. Nigeria has some of the world's worst development and health outcomes. One in 34 women will die due to maternal health causes
and family planning needs are met for only 35.7 percent of women aged 15-49. The needs for SRHR are very high
with its maternal mortality rate ranked the fourth highest worldwide according to the World Bank in 2017 and will likely only increase with Nigeria's population set to double from 200 million in 2019 to 400 million by 2050. Although Nigeria guaranteed health insurance (the Basic Health Care Provision Fund) through federal law in 2014
each state is responsible for delivering and ensuring access to health care and services. Health insurance coverage remains limited
mainly reaching only those who are employed in the formal economy and leaving an estimated 70% of people paying out-of-pocket for health services. The Clinton Health Access Initiative (CHAI)
with funding from the Swedish International Development Cooperation Agency (Sida)
is providing technical assistance to governments in Sub-Saharan Africa to strengthen health systems for SRHR and UHC that are resilient to current and future challenges and that meet the needs of these vulnerable populations. CHAI aims to address financial
management
and delivery constraints that prevent people from seeking care and affect health systems’ ability to provide quality
gender responsive services. In Nigeria
we work closely with governments of Kaduna
Kano and Rivers states to meet the needs of the vulnerable populations. Part of our long-term strategy for sustainable health financing is to develop a health financing revenue generating model that consolidates all sources for SRHR service delivery as part of the broader PHC service package in the program states. The program will support the State Health Insurance Agency (SHIA) and the State Primary Health Care Board (SPHCB) to implement these strategies to improve enrolment as well as allocate increased domestic funds to purchase SRHR and other PHC services with the aim of reducing out of pocket spending. CHAI’s overarching goal is to accelerate regional progress towards UHC and SRHR
by strengthening health systems to sustainably increase equitable access to quality
integrated PHC and SRH services. CHAI’s work supports governments to: Define priorities
inclusive of integrated PHC and SRHR
and link priorities to resource allocation. Mobilize external and domestic resources for these priorities. Extend financial protection through pooling and pre-payment systems that are responsive to vulnerable groups including women
adolescents
children
and especially the poor Improve efficiency
equity
and accountability in how available funds are managed and used to pay for prioritized services; and Identify and address management and systems constraints to integrated
gender responsive
quality PHC and SRHR; constraints that persist even after policies
plans
and financing are in place. CHAI is seeking a highly motivated and resourceful individual as a Senior Analyst to support CHAI Nigeria’s primary health care financing program. The Senior Analyst will be based in Kaduna state and work with a dynamic team of people with diverse backgrounds from CHAI’s Nigeria country office. Facilitate a participatory process of evidence-based costed and phased PHC improvement plan development. Support the development and ground-testing implementation of PHC plans within a few initial LGAs/Health facilities to deliver the package of services
including the development of micro-plans to guide the ground-testing. Develop evaluation strategies and methods for the evaluation of implementation of PHC improvement plans
and ensure documentation of lessons learned and best practices and course correction. Conduct SRMNCH needs assessments and gap analyses to understand the preferences of the vulnerable population to generate evidence on the type of services that should prioritize/included to inform updates to the health benefit package. Support the key ministries
departments and agencies to identify
mobilize and increase visibility on external and domestic funds through resource mapping and expenditure tracking to ensure adequate and quality services are provided to enrolled beneficiaries in the health insurance schemes in the state. Work with the state governments to design context-specific strategies to expand coverage of state health insurance schemes to informal sector and vulnerable populations. Support the state health insurance agency and other key ministries
departments and agencies to define and establish a framework that explicitly prioritizes the needs of the vulnerable groups
women and children in the state. Work with CHAI state teams to build the management and organizational capacity of state health insurance agency. Support program state to develop and cost Vulnerable Population coverage expansion strategy and ensure and facilitate the inclusion of the plan into the state annual budget/MTEF. Support the program intervention design including capacity gap assessments in the health insurance agencies
gaps assessment in the implementation of basic health care provision fund in the state. Conduct capacity strengthening activities on Basic Health Care Provision Funds and financial management for the state health insurance agency and the state primary health care board. Support the state primary healthcare management board to develop yearly annual operational plans and monitoring processes to improve Sexual and Reproductive Health (SRH) and Primary Healthcare service delivery. Support the primary healthcare facilities to efficiently manage capitation funds from the basic health care provision fund and insurance schemes to inform changes in guidance and accountability mechanisms. Participate in and sometimes
lead
donor engagement calls including providing regular team updates to CHAI global team colleagues. Disseminate learnings including through global summits
sessions at conferences
team calls
and development of case studies. Stay abreast of the evolving health financing and Primary Health Care landscape
monitoring key trends in the field
and support learning within the country health financing team and across. Take initiative to identify new opportunities and take on other responsibilities as needed and as requested by the Senior Program Manager and Country Director. Qualifications We are seeking a proactive and resourceful individual with strong analytical and communication skills for this role. Specific requirements include: A Master’s degree with 5–7 years of experience including experience in the health sector in low- and middle-income countries; experience supporting Government public institutions for health is an advantage Program management experience
