Through regular managerial guidance

facilitation and capacity building
the Country Manager will contribute to and support efficient
effective and quality implementation of the ongoing and upcoming programmes and operations in the country
including strong support to Sierra Leone Red Cross Society’s institutional development initiatives. The Delegate will have a key role in ensuring the application of Results Based Management (RBM) mechanisms and mainstreaming of FRC's priority cross-cutting themes: community engagement and accountability
social and disability inclusion
gender and diversity and climate resilience with the support from FRC’s technical advisors in the Africa Region and at headquarters. The Delegate supports the National Societies on timely and high-quality programme reporting that complies with FRC and back donor requirements. Identification of risks related to implementation of FRC programmes and finding mitigation measures for them is also an important responsibility of the Country Manager. The delegate contributes also to the FRC National Society Development (NSD) initiatives with the partner as an integral part of the long-term programmes. For ensuring proper budget monitoring
optimal use of financial resources
and timely financial reporting
the Delegate will closely liaise with the FRC Regional Finance and Administration Delegate (RFAD). For the projects' technical reporting and follow-up
the Delegate liaises with the FRC Programme Officer in Helsinki. Being a country-based delegate
s/he will represent Finnish Red Cross in the country
network and liaise with Red Cross Movement partners and other relevant stakeholders and participate in and promote Red Cross Movement coordination and joint ways of working in all cooperation. The Country Manager follows closely the humanitarian and security situation in Sierra Leone and seeks actively for ways for Finnish Red Cross to provide timely and effective contributions towards SLRCS’ humanitarian endeavours. The Country Manager has a key role in resource mobilization in Sierra Leone for FRC
in identifying new donors
consortiums and partnerships as well as in proposal writing and developing initiatives
as per the instructions from the line manager and according to the FRC strategy for the country and region. This includes assessing and planning for new operations and positioning FRC
also in the area of Disaster Response. The position requires the ability to travel mostly in rural areas in Sierra Leone where SLRCS is providing long-term support for communities. The Country Manager is expected to build good team relations and work in close partnership with the Sierra Leone Red Cross staff members dedicated to Finnish Red Cross supported programmes and operations. When needed
and as agreed with the line manager
the Country Manager may also provide support for other projects/programmes in other countries in Africa/outside Africa. This could include provision of technical advice
facilitation of workshops or participation in internal reviews.
