Description
  • The Data Administrator (GIS) will support Twigg Exploration & Mining, Lda’s Environmental & Social (E&S) Compliance and Monitoring functions by managing spatial and non-spatial data related to resettlement, livelihood restoration, community health and safety, and influx management.
  • Responsibilities include developing and maintaining GIS databases, producing maps and visualizations, supporting monitoring and evaluation frameworks, integrating grievance and stakeholder data, and assisting with compliance reporting.
  • The role also involves capacity building and providing technical support to field teams.
  • The ideal candidate will have a degree in Geography, GIS, Environmental Science, or related fields, with 3-5 years of GIS/data management experience, proficiency in ArcGIS/QGIS, and strong analytical skills.
  • Fluency in English and Portuguese is required.

Requirements
  • Bachelor’s degree in Geography, GIS, Environmental Science, Geomatics, Information Systems, or a related discipline.
  • A postgraduate diploma or certification in GIS/Remote Sensing/Data Analytics is desirable.
  • Minimum 3–5 years of experience in GIS or data management, preferably in extractives, infrastructure, or development projects involving resettlement or community engagement.
  • Demonstrated experience with IFC Performance Standards–related data management or similar frameworks (e.g., ESAP, RAP, LRP).
  • Experience managing geospatial databases and conducting spatial analysis using ArcGIS Pro, QGIS, or similar software.
  • Proven experience in data visualization, dashboard development, and reporting tools (Power BI, Excel, or ArcGIS Online).
  • Familiarity with Mozambican land administration systems (DUAT), resettlement data, and community mapping preferred.
  • Experience integrating spatial data with monitoring and evaluation frameworks or grievance systems is an asset.
  • Strong analytical, problem-solving, and data visualization skills.
  • Excellent attention to detail and quality assurance in data handling.
  • Knowledge of IFC Performance Standards PS1, PS4, PS5, PS8 and related social/environmental compliance requirements.
  • Ability to synthesize complex technical data into clear, concise, and decision-ready reports.
  • Proficiency with GIS software (ArcGIS, QGIS) and database tools (PostgreSQL/PostGIS, MS Access, Excel).
  • Ability to work collaboratively in a multidisciplinary and multicultural environment.
  • Excellent written and spoken communication skills in English and Portuguese.
